Wild bird can be caught as pets?!!!

I read a post on PM mentioning the lifting of the ban on capturing of wild birds.
Can anyone confirm this statement?
I personally think perhilitan needs to be audit & the personnel retrain or be train.
By the way, how does one become a wildlife ranger in Malaysia.
We all know the armed & security force have a strict selection & training to weed out the unsuitables.
What about the other less known jobs & departments?
