Yes, you need a permit just in case the Forestry is doing their patrolling there.
Normally, it took few days to get one but I did saw some bird photog from KL being escort by the Forestry Dept in to the Panti to shoot bird, I am not sure how do they get the permit and took how long, I am remembering this very well because they did stopped me asking for permit form me during that time.
Maybe you can try to go on Sunday, less chances the Forestry Dept will be there or I can find out their contact number for you later on, you can try to contact them to "NEGOTIATE" .

Re: Panti Forest
If you like some spiderhunter ( some is common ), you can try at behind the office, now the African Tulip is flowering very low.
At the tower, there will be the Treeswift and some other bird for you to shoot.
As Panti is too huge, there is seldom a spot that the bird will always be there.
Normally, just have to drive along the bunker trail, stop to check if you hear lot of bird call.
Good luck !
